Job Summary:

In this role, you will have the opportunity to act as department head for department build up and management for all ICSS  (Instrument & Control) related engineering activities for offshore projects (FPSO).

You will be responsible for ensuring that the activities related to engineering disciplines are executed in an efficient and cost-effective manner, in accordance with contract specifications, quality standards, Class rules and regulations safety requirements, and cybersecurity policies and standards. You shall demonstrate your expertise for team management, applying basic design thinking / design for excellence concepts into project execution for better project outcomes and to drive continuous improvements.

 Your duty covers the design, development for control systems for industrial processes. The role ensures systems operate safely, efficiently, and in compliance with engineering standards and project requirements.

Key Responsibilities

1. Department Leadership: 

Drive department growth, resource planning, and the implementation of "Design for Excellence" (DfX) standards across all offshore engineering activities.

• Department team development and management works. 

• Department technical knowledge & database build up. 

• Provide technical guidance and mentorship to the team.

2. Core ICSS (Instrument & Control) Design: 

Lead the design and integration of DCS, ESD, and F&G systems. Oversee the development of Control Narratives, Cause & Effect matrices, and complex functional logic.

• Lead the ICSS engineering scope across all project phases – FEED, basic engineering, detailed engineering, FAT, Mechanical completion, pre-commissioning, commissioning and SAT.

• Act as subject matter expert for all automation systems including – DCS, ESD, F&G and co-ordinate with teams.

• Develop, review, comment and approve PLC, DCS, and SCADA control logic.

3. Unit Control Panel & Package Integration: 

Act as the technical authority for Key Equipment Unit Control Panels (e.g., Power Generation, Compressors etc). Ensure alignment between vendor control systems and the master ICSS architecture.

4. Technical Governance: 

Review / co-sign critical engineering deliverables, including P&IDs, Control Philosophies, Loop Diagrams, and Instrument Datasheets.

• Design and develop instrumentation and control systems for industrial facilities (FPSO).

• Review, interpret and comment on P&IDs, control philosophies, and engineering drawings.

• Review, comment and approve instrument datasheets, loop diagrams, hook-up drawings, and cable schedules.

• Ensure compliance with industry standards, safety regulations, and project specifications.

5. Execution Excellence: 

Oversee ICSS scope through all project milestones: FEED, Detailed Engineering, FAT, and on-site Pre-commissioning/SAT.

• Participate in project planning, cost estimation, and schedule management.

• Support installation, testing, and commissioning of instrumentation and control systems.

• Troubleshoot and resolve instrumentation and control system issues on site.

6. Interface Management: 

Coordinate with process, mechanical, and electrical disciplines to resolve complex automation challenges and ensure industry/safety standard compliance (ISA, IEC, IEEE, SIL).

• Coordinate with engineering teams, vendors, contractors, and project stakeholders.

Requirements

• Bachelor’s Degree in Instrumentation and/or Electrical control Engineering, Electrical Engineering, or related field.

• Minimum 15 years of experience in instrumentation and process control systems and industrial automation engineering, preferably with FPSO Engineering design experiences.

• Strong knowledge of PLC, DCS, SCADA systems.

• Familiarity with engineering standards such as ISA, IEC, and relevant safety standards.

• Strong problem-solving and troubleshooting skills.

• Good communication in both of English and Chinese and teamwork abilities.
