Role Purpose
The Steel & Paint Inspector is responsible for inspecting, monitoring, and verifying all hull steel construction and marine coating works during the construction of Boskalis vessels at Fujian South East Shipyard and at subcontractor facilities. The role ensures that all works comply with project specifications, vessel‑specific Flag State and Classification Society requirements (BV and ABS), IMO PSPC standards, OEM guidelines, and Boskalis internal quality procedures.
The inspector will initially work closely with experienced Boskalis personnel to gain full understanding of Boskalis quality expectations and inspection practices.
Key Responsibilities
Steel Construction
Inspect steel fabrication, plate preparation, block assembly, outfitting integration, and hull erection.
Verify compliance with approved drawings, structural details, technical specifications, and Flag/Class rules.
Inspect dimensional accuracy, structural alignment, fairness, and assembly tolerances.
Review welding processes including:
WPS and PQR compliance
Welder qualifications
Weld preparation, fit‑up, root quality, interpass cleaning
NDT results (UT, MT, RT, PT) and repair procedures
Confirm material certificates, traceability, marking, and compliance with project requirements.
Identif ynon‑conformities and ensure timely, effective corrective actions.
Coating & Painting
Inspect surface preparation, blasting/cleaning, corrosion removal, and profile measurement.
Monitor environmental conditions (dew point, humidity, temperature, ventilation) before and during coating application.
Verify coating application stages (primer/intermediate/final) in accordance with specifications and manufacturer data sheets.
Witness DFT measurements, adhesion tests, holiday tests, and coating system QC checks.
Document curing times, repairs, re‑coating, touch‑ups, and blasting rework.
Maintain complete coating inspection records for Flag, Class, and Owner documentation.
Vessel‑Specific Flag and Class Responsibilities
Ensure all steel construction and coating activities comply with the vessel’s Flag State regulations and ClassificationSociety requirements (BV and ABS).
Coordinate inspections, surveys, and hold points for:
Hull structural works
Welding and NDT
Steel material certification
Coating inspections and system approvals
Review and verify:
Class‑approved hull drawings
Welding documentation and qualifications
Material certificates and consumable approvals
Coating system compliance with Flag/Class requirements
Manage surveyor comments and ensure timely closure of outstanding items.
IMO PSPC Responsibilities
(Applicable particularly for ballast tanks and PSPC‑regulated compartments)
Ensurefull compliance with the IMO Performance Standard for Protective Coatings (PSPC).
Verify:
Surface preparation grades (e.g. Sa2½)
Soluble salt contamination limits
Required blasting profiles
Confirm coating thicknesses meet minimum and maximum PSPC requirements.
Monitor and record environmental conditions during coating operations.
Witness PSPC inspection stages and ensure documentation is accurate and complete for inclusion in the Coating Technical File (CTF).
Identify deviations early and ensure corrective actions prevent coating failures.
Boskalis Procedures & Quality Standards
Implement Boskalis Inspection & Test Plans (ITPs) for steel and coating inspections.
Prepare structured inspection reports, punch lists, NCRs, photos, and daily records following Boskalis quality formats.
Support internal quality reviews, audits, and project readiness assessments.
Assistin managing punch list closure throughout construction and commissioning phases.
Ensure adherence to Boskalis SHE‑Q requirements and report unsafe acts or conditions.
Maintain well‑structured documentation for final handover to Owner and Class.
Coordination & Communication
Work closely with Shipyard supervisors, steel fabrication teams, coating contractors, subcontractors, Class surveyors, and Boskalis colleagues.
Communicate deviations and follow‑up actions clearly in English and Chinese.
Provide photographic records and detailed inspection summaries.
Participate in progress meetings, site walk‑downs, and interdisciplinary inspections.
Requirements
Education & Experience
Minimum 5 years’ experience in steel construction and/or marine coating inspection for newbuild vessels (offshore vessels, workboats, tugs,dredgers, or similar).
Strong understanding of welding standards, NDT, coating systems, and yard construction workflows.
Experience with Chinese shipyards is preferred.
Class surveyor experience is an advantage
Professional certifications (e.g. NACE/ICorr, welding inspector) are an advantage.
Skills & Competencies
Proficiency in English and Chinese (Mandarin) — spoken and written.
Strong ability to interpret construction drawings, structural details, coating specifications, and survey procedures.
Knowledge of Class requirements for hull construction and coating systems.
Strong attention to detail, documentation accuracy, and follow‑up discipline.
Proficiencywith Microsoft Office (Outlook, Excel, Word, PowerPoint) and collaboration tools such as SharePoint.
Good communication, problem‑solving, and reporting skills.

Able to work independently and as part of an international team.
Preferably residing near Fuzhou or willing to relocate.
Willingness to travel to subcontractor facilities when required.
Working Conditions
Based primarily at Fujian South East Shipyard, Fuzhou.
Occasional travel to subcontractor workshops for inspections.
Long‑term position supporting multiple Boskalis newbuild projects in China.
